Ikue Otani, also romanized as Ikue Ōtani, is a Japanese voice actress whose performances have become part of the global sound of anime, video games, and children's entertainment. Born on 18 August 1965 in Tokyo, she has worked professionally since the mid-1980s and is associated with Mausu Promotion. Her voice is especially familiar because of two long-running roles: Pikachu in the Pokémon franchise and Tony Tony Chopper in One Piece. Those characters alone connect her to two of the most internationally distributed Japanese media properties of the modern era.
Otani entered television animation in the 1980s and built a career around high-energy, expressive roles that often require a wide emotional and vocal range. She has frequently played children, mascots, small creatures, and youthful characters, but her work is not limited to a single type. Her performances can be comic, vulnerable, mischievous, or heroic, and she is known for roles that depend on memorable vocal identity rather than conventional dialogue-heavy acting. This skill made her especially valuable in franchises where a character's voice becomes instantly recognizable across countries and generations.
Her most famous role is Pikachu, the companion Pokémon at the center of the Pokémon animated series and many related films, shorts, specials, and games. Pikachu's vocabulary is famously limited, but Otani's performance gives the character rhythm, mood, and personality through inflection, timing, and variation. The role began with the original Pokémon television series in 1997 and expanded through theatrical films, later television series, promotional shorts, and related media. Because Pikachu became an international mascot for Pokémon, Otani's voice became one of the most widely heard performances in Japanese popular culture.

Otani is also closely identified with Tony Tony Chopper in One Piece, the reindeer doctor of the Straw Hat Pirates. Chopper requires a different emotional register from Pikachu: he is comic and cute, but also insecure, loyal, medically skilled, and central to several dramatic storylines. Otani's performance helped define the character's mixture of innocence and seriousness, and she has continued in the part across the long-running television anime and feature films such as One Piece Film: Z, One Piece Film: Gold, One Piece: Stampede, and One Piece Film Red.
Her other major recurring work includes Mitsuhiko Tsuburaya in Detective Conan, also known internationally as Case Closed. That role has extended across television episodes and theatrical films, making her a steady presence in another of Japan's long-running animation franchises. She has also voiced Morgana in Persona 5 and its related animation and stage projects, Konohamaru Sarutobi in Naruto, Gash/Zatch in Zatch Bell!, Candy in Smile PreCure!, Merle in The Vision of Escaflowne, and characters in series such as Yu Yu Hakusho, Sailor Moon, Ojamajo Doremi, Inuyasha, Hunter x Hunter, and JoJo's Bizarre Adventure.
Otani's career illustrates how voice actors can shape character recognition as powerfully as visual design. Many of her best-known roles are non-human or childlike figures whose appeal depends on sound, timing, and repeatable emotional cues. She has also remained active across changing eras of anime distribution: from broadcast television and theatrical releases to streaming, games, and franchise events. Her filmography is large, but its center is consistent: she brings clarity and warmth to characters that audiences often meet young and continue to follow for decades.
